1. Overview

When to use an additional needs plan

This guidance reflects the most current local SEND processes and expectations available at the time of publication. However, national SEND reform proposals are expected to introduce changes to the SEND system in the future. As further details are released and statutory requirements become clear, this guidance will be reviewed and updated accordingly.

Pupils with special educational needs

Mainstream schools can meet the needs of most pupils with special educational needs (SEN) through the effective implementation of Universally Available Provision (UAP). UAP forms the core set of inclusive teaching approaches, adaptations and support strategies that should be available to all children as part of high-quality, personalised teaching. For many pupils, these universal provisions are sufficient to enable them to make good progress and access learning alongside their peers.

For pupils who are making small or limited progress despite the implementation of appropriate UAP, additional targeted or targeted plus support may be necessary. Use an Additional Needs Plan (ANP) for pupils who continue to:

make little or no progress in any areas of need
work at a level well below their peers
display signs of EBSA or are not attending school
require support for social or emotional needs

Many of these children are likely to be receiving support from other agencies.

ANPs are part of personal education plans for looked-after children.

Pupils with past fixed-period exclusions

A pupil who has had several exclusions and is at risk of more may have special educational needs. They should have an additional needs plan.

This school-based plan is to help a pupil manage their behaviour.

It should:

try to identify the causes or triggers for the behaviour
set clear targets for improved behaviour, within a fixed timescale
detail strategies to support the pupil to meet the targets
identify rewards for meeting the targets
identify sanctions if the targets are not met
